We at Inhouse Mobility are the pioneers in this area. We have been working on the topic of Posted Worker Notifications since 2018. In the meantime, a beta version of our online tool Brisa is in use for processing PWD notifications for our customers.
Posted workers notifications, also called PWD notifications or in German EU-Meldepflichten are notifications based on the EU Posted Workers Directive (PWD). These notifications will usually be submitted in online portals. A Posted worker notification – PWD – is required when employees are temporarily sent to work in a different country in the EU, EEA or EFTA region, in the framework of a service provision.
The main objective of the reporting of Posted Workers within the European Union EU, European Freetrade Association (EFTA) and European Economic Area (EEA) is to ensure compliance with minimum standards with regard to the following topics:
Minimum wage
Working hours
Sufficient rest periods, holiday entitlement
Health protection & hygiene at work and
Conditions for temporary employment
Unfortunately, the PWD notification process varies by country. Each country implemented their own process which resulted in different tools, different data requests for the PWD notification and different complexities and methods when submitting the notification. Most countries allow the submission via online portals, but some countries even lack an online process altogether and the submission will be done by email or manually.
Additionally, in some countries, the process is so complex that completing PWD notifications can be nearly impossible for someone not speaking the local language.
